Safety first: Always supervise little ones, and skip small parts for kids who still put things in their mouths. Please read our play safety notes before you start.
Key takeaways
- Open-ended toys (blocks, stacking cups, playdough, art supplies) get played with in more ways and for more years.
- Toys for kids under 3 must pass the CPSC small-parts test: nothing that fits in a cylinder about 1.25 in wide and 2.25 in deep.
- Read the age label. "3+" toys like magnetic tiles often have small parts or magnets that are risky for younger siblings.
- Check that battery doors close with a screw, and never let toddlers play with loose magnets or button batteries.

How We Picked These Toddler Christmas Gifts
Every gift had to pass three questions: can a toddler play with it in more than one way, will it still be fun in six months, and does it work without a screen or app?
A set of wooden blocks passes all three. A light-up toy that does one trick usually doesn't.
Child development experts at the University of Delaware recommended open-ended play materials such as blocks, playdough and art supplies for the 2025 holidays, and pointed out that a big cardboard box can be one of the best toys of all. That's the thinking behind this list.
We haven't tested these toys hands-on. Where we name a brand, the price is an example from Giftlist in June 2026: approximate, prices change, especially in November. Everything else gets a typical price range.
The Under-3 Small-Parts Rule, Explained
In the US, toys meant for children under 3 can't have small parts. The CPSC small parts rule (16 CFR 1501) uses a test cylinder about 1.25 inches wide and 2.25 inches deep, sized to match a young child's throat. If a toy, or any piece that breaks off during drop and pull tests, fits entirely inside it, the toy can't be sold for kids under 3.
That's why some toys say "Not for children under 3 years" on the box. The label means the toy has small parts, not that it's too hard. A toy labeled 3+ in a house with a 1-year-old needs to live on a high shelf or in a big sibling's room.
Magnets and button batteries need extra care. Small, strong magnets that come loose can pull together inside the body if a child swallows more than one, which can cause serious injury. Button and coin batteries can burn the throat or stomach within hours. Pick toys whose battery doors close with a screw, toss any cracked magnet toy, and if you think a child swallowed a magnet or battery, go to the emergency room right away and call Poison Help at 1-800-222-1222.

Toddler Christmas Gift Ideas (Not Toys)
If the toy shelf is already full, or grandparents ask what to buy, these five ideas give time, outings and stories instead of more stuff.
31A zoo, children's museum or aquarium membership
One membership turns into a dozen rainy-day outings. Some include entry at partner museums in other cities.
Ages: 1 to 3 and up.
Cost: often $80 to $200 a year for a family.
Good from: grandparents.
- Tip: check the membership start date, so it starts when the family will use it.
32A toddler swim or music class
A short session of classes gives a parent and toddler a weekly date. Look at local recreation centers first; they're often the cheapest.
Ages: 1 to 3.
Cost: varies a lot by area.
- Safety: even after swim class, toddlers need an adult within arm's reach in and near water.
33A library tote and a library date
Fill a tote with two new board books and a homemade card promising a library trip every month. It's cheap, and it builds the reading habit.
Ages: 1 to 3.
Cost: about $15 to $30.
34A cardboard box fort kit
A big plain box, painter's tape, washable markers and a flashlight. The University of Delaware experts named a big box as one of the best toys there is.

Cost: under $15.
- Safety: pull out staples and tape over sharp edges before handing it over.
35A grandparent date coupon
A homemade coupon for a park morning, a bakery trip or an afternoon of baking at Grandma's. Toddlers remember the time, and parents get a break.

Frequently asked questions
What are good toddler Christmas gifts for a 2 year old?
Wooden blocks, playdough with chunky tools, a small play kitchen, a toddler art easel and a balance bike with a helmet are all open-ended gifts most 2 year olds play with for a long time.
What does "not for children under 3" mean on a toy?
It means the toy has small parts that could be a choking hazard. Under the CPSC small parts rule, toys for kids under 3 can't have pieces that fit in a test cylinder about 1.25 inches wide and 2.25 inches deep.
Are magnetic tiles safe for toddlers?
Brands like Magna-Tiles are labeled for ages 3 and up. Supervise younger siblings, check tiles for cracks, and throw out any tile with an exposed magnet.
What are toddler Christmas gift ideas that aren't toys?
A zoo or museum membership, a swim or music class, a library tote with new books, a cardboard box fort kit or a grandparent date coupon.
How many Christmas gifts should a toddler get?
There's no right number. Many families open a few on Christmas morning and save the rest for January, so toddlers aren't overwhelmed and each toy gets real play time.
